Complete Cement Plant vs. Standalone Equipment: A Comparison I Wish I’d Had in 2019

Back in early 2019, I was staring at two very different options. One was a cement manufacturing plant for sale—a complete line with a kiln, coolers, conveyors, and the works. The other was more modest: a good concrete mixer machine, a cement block manufacturing machine, and a couple of used forklifts. I chose the big plant. That was mistake number one.

I’m not a plant engineer. I’m the person who signed the purchase orders. For about seven years, I’ve been buying equipment for construction materials projects, and I’ve personally made at least nine significant buying mistakes. Together, they cost roughly $214,000 in wasted budget. I keep the list, and I use it to train newer buyers. My experience is based on around 30 equipment purchases, mostly mid-sized domestic projects. If you’re buying a 500 MW utility plant, this advice may not transfer.

Here’s the framework I use now. I’m comparing the “complete plant” route vs. the “build your own lineup” route on five things:

  • Power and electricity
  • Parts support

If you’re on the fence between a turnkey cement plant and building up your own equipment, this should help you avoid my mistakes.

1. Upfront Price: The Plant Looked Cheaper. It Wasn’t.

When someone sends you a cement manufacturing plant for sale listing, the price per ton of capacity looks unbeatable. One listing we chased in 2019 was $320,000 for a complete 200-ton-per-day line. My finance guy loved it. He saw a bargain.

Then we got the real numbers. Dismantling was $14,000. Five flatbed loads ran $9,500. The foundation needed another $22,000. The “included” electrical panels were missing two breakers. By the time the kiln in cement plant equipment actually turned, we were well past $390,000—and that didn’t include the week we lost because the seller’s crew disconnected the burner wrong.

With the standalone route, the pricing was more brutal but more honest. We paid $38,000 for a diesel concrete mixer machine and $54,000 for a cement block manufacturing machine in 2022. Both prices included delivery to the site. It hurt, but at least I knew what I was getting. No mystery excavation costs. No “the kiln needs special trucking” surprises.

The comparison point: A complete plant can look cheaper per ton, but the final price only appears after you start moving it. Standalone machines usually show their true cost before you sign.

2. Hidden Costs: Ask “What’s Not Included?” First

I’ve learned to ask “what’s NOT included” before “what’s the price.” That sentence has saved me more money than any negotiation tactic.

For the complete plant, the seller’s quote listed the kiln, coolers, conveyor, and bag filter. It did not list permits, commissioning, or the 400 feet of compressed-air piping that had been stolen after the auction photos. We paid $11,000 for that piping. The same thing happened with the electrical room.

The standalone machines were easier. The concrete mixer machine had a clear spec sheet: what was included, what was extra. The cement block manufacturing machine came with a parts manual and a telephone number that actually worked. When the vendor listed the price, it was the price. That’s how trust works.

The most frustrating part of the complete-plant route wasn’t the breakdowns. It was that the breakdowns were “included.” You’d think a written spec would prevent surprises, but every subcontractor read it differently.

The comparison point: A vendor who lists all fees upfront—even if the total looks higher—usually costs less in the end. The “cheap” plant made up the difference through fees we never saw coming.

3. Flexibility: The Plant Does One Thing. The Equipment Line Can Change.

Here’s something nobody told me: the kiln in cement plant equipment is there to make clinker. It cannot make pavers. It cannot make retaining-wall blocks. It cannot pivot when your local concrete contractor suddenly needs more base material instead.

With a standalone concrete mixer machine and a cement block manufacturing machine, we could switch molds. We could test new product sizes. We even rented the mixer for a week when demand slowed—something you can’t do with a 40-foot kiln.

This was the dimension that surprised me. I expected the big plant to win on everything. In practice, the standalone route let us change product mix without shutting down the whole site.

The comparison point: If you’re serving a local market, flexibility is often worth more than raw capacity.

4. Power: Coal Power Electricity vs. a Siemens Gas Turbine Is the Wrong Question

I’m not a power engineer, so I can’t speak to the thermodynamics side of a Siemens gas turbine. What I can tell you from a buyer’s perspective is to compare electricity as a line item, not an afterthought.

A cement plant with a kiln needs enormous heat and, usually, reliable 24/7 electricity. If the site has no grid connection, you have two realistic options: generate your own coal power electricity or install a gas turbine. We looked at a used Siemens gas turbine at a bankruptcy auction in 2023. The sticker price was tempting. Then the transformer, fuel conditioning, and export license costs came in. We walked.

Meanwhile, the plant we did buy was tied to a local grid at a rate that climbed 14% in its first year. The energy cost, not the kiln, was what broke the budget.

According to the U.S. Energy Information Administration (eia.gov), coal-fired generation accounted for about 16% of U.S. utility-scale electricity in 2023. That share may keep dropping, but coal power electricity is still a factor for industrial buyers, especially where natural gas isn’t available. The point isn’t which fuel is “better.” It’s that you need to price the power source before you price the machinery.

The comparison point: The big-name machinery gets the attention, but electricity is the long-term cost that will make or break the project.

5. Parts Support: The Real Reason I’m a Bobcat Fan

Let me get this out of the way: Bobcat doesn’t make cement kilns. But Bobcat taught me a lesson about parts availability that applies to every piece of equipment I buy now.

A few years ago, I waited 11 weeks for a gearbox part for the kiln’s drive. The manufacturer still existed, but the part had to be fabricated. Eleven weeks of downtime on a plant that was supposed to be “turnkey.” Meanwhile, I had a Bobcat mini excavator on another job, and the dealer had the part I needed in stock the next morning. That contrast stuck with me.

If you’re buying a cement manufacturing plant for sale, ask the seller for three things: a complete parts list, a factory drawing, and a price quote for the ten most likely wear parts. If they can’t produce them, that’s a red flag. For a standalone concrete mixer machine or a cement block manufacturing machine, you should be able to find the component part number, go online, and order it that day.

In 2022, we bought a used concrete mixer machine that supposedly needed only a minor repair. The “minor repair” turned out to be a bad weld inside the drum. $8,500 later, we learned to inspect the drum with dye penetrant before purchase.

The comparison point: A machine is only worth what its parts situation can keep it running.

6. So Should You Buy a Complete Plant or Build Your Own?

If you have a locked-in contract for a large volume of clinker or cement, a complete plant can make sense. The per-unit cost is hard to beat. But only if the seller is transparent about what’s included, the power source is priced realistically, and parts are available.

If you’re serving a smaller local market, start with a solid concrete mixer machine and a cement block manufacturing machine. See what your customers actually order. Add capacity when the numbers support it. In my case, the standalone route over the last three years has been more profitable than the complete plant ever was—and far less stressful.

I started my pre-purchase checklist after that $8,500 mixer mistake. It’s caught 47 potential problems in the last 18 months. The first line is still the most important: “Ask what’s NOT included.” The second line: “Price the power before you price the machine.”

Take it from someone who bought the wrong project: used equipment is fine. Blind trust isn’t.
